MessageThere is a severe problem with the wording here. It means that no physical description of any wanted criminal can be published. Discriminate actually means to identify as different from others in some way. This may be positive or negative or neutral. Hate speech is only negative discrimination, but what exactly constitutes this is pretty much undefinable.

A report that says," two white men in their twenties are sought in connection with this robbery", would, technically be hate speech against whites, against men and against people in their twenties.

Can we suggest that you use some construction that refers to the use of some characteristic to identify a whole section of the population that bear this characteristic with specific negative image or images. Thus two white males in their twenties are sought... is not hate speech as there is no generalisation, but 'white men in their twenties are all likely to be racist" is hate speech.

MessageIf the ASP could put forward an amendment, we would be willing to bring up a new bill with that said amendment.
