MessageRegulation is a positive act. Either you regulate something or you leave it alone. The pre-existing state was an absence of regulation. It's right there in the description, "there are NO LAWS with regards to". Pretty simple when you think about it. For example, if there are NO LAWS with regards to what colour tie you may wear, it follows that tie colours are not regulated.

You claim that this is a minor and irrelevant issue, yet you go to the effort of making a law in order to replace the complete absence of regulation with the law permitting local governments to regulate. Doesn't seem to us like you think this is a minor and irrelevant issue, we think this is something that you feel quite strongly about.

Random fact: Players are expected to behave in a courteous, co-operative manner and make a reasonable effort to act with the consent of all players involved, even where the rules do not make consent strictly necessary. In particular, players have a responsibility to take reasonable care that other players are not misinformed either about the role-play or the Game Rules.
