The HPP proposes that no elected Head of State can stay in office for more than two periods. Meaning that the Chancellor can stay in office the term he gets elected and if he gets reelected the first time. He can then run for chancellor after a pause of two terms.

MessageWait so he can run and win in 2 consectutive terms, then have a gap and then stand again.

I see no reason for change, the chancellor is elected by the people if he was doing a bad job then the people would vote for someone alse. We should leave it to the people to decide.
