It is hereby made illegal for media to broadcast any content which has, as its sole or primary purpose, the incitement of violence against any race, religion, gender, or other identifiable minority group. To qualify as hate speech under this law, the speech in question must clearly incite listeners to commit acts of violence against members of an identifiable minority group, and further the speech must have no other redeeming qualities in the eyes of the community. |

Message | There is one part of this legislation that troubles me. That is the part that states, "To qualify as hate speech under this law, the speech in question must clearly incite listeners to commit acts of violence against members of an identifiable minority group". What if the speech in question is meant to clearly incite listeners to committ acts of violence against members of an identifiable "majority group"? It does not qualify as hate speech under this bill. Hate speech against any group, minority or majority, is hate speech nonetheless. The preamble to this proposal should have reflected that. Good thing the preamble doesn't effect the core proposal. |

Message | On that principle though we will vote no. All people's of this Free State should be equally protected from hate speech whether they are a minority or a majority. |
