To provide an appropriate sanction for those guilty of Crimes Against Humanity. To ensure against wrongful convictions we add: That instead of, as in normal criminal cases where guilt must be proved 'beyond reasonable doubt' in cases covered by this Bill guilt must be determind 'beyond doubt'. If the jury is unable to agree on 'beyond doubt', then they must determine if the charge is proven 'beyond reasonable doubt' if it is lesser penalties will apply. |

Old value:: The death penalty is illegal and is never to be applied.
Current: The death penalty is applied for capital crimes.
Proposed: The death penalty is not applied, except for terrorism, treason and crimes against mankind.
