Bill: Full Tobacco Restoration Act

Details

Submitted by[?]: National Imperial Hobrazian Front

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: May 2077

Description[?]:

With the eminent victory of L-PU's smokeless tobacco bill, it is once again time to re-examine our nation's arcane tobacco laws. It is a strong belief of the CSP that the government should interfere in no way whatsoever when it comes to what Hobrazia's citizens do with their bodies. As such, we propose the legalization fully of all tobacco products. However, some safeguards will be put into place that will educate and protect the consumer from some of tobacco's negative side effects.

-Tobacco products may only be sold to and consumed by legal adults.
-Tobacco may only be sold through licensed vendors.
-All tobacco products must have clear warning labels on them detailing potential health hazards.
-Smoking in public places is not permitted.
-Smoking in the presence of a minor is strictly prohibited.
-Tobacco companies are responsible for reimbursement of those harmed by their products.
-At least 15% of all revenues garnered by tobacco companies must be spent on school programs that raise awareness of potential risks of consumption.
-Tobacco will be removed from the "Watchdog" list from previous legislation.

MessageI can support something like this. Also a percentage of tobacco company profits should go to prevention and awarness programs at all public and private schools in Hobrazia. Just add your proposals and I'll support this.

MessageGood suggestion, L-PU. I'll add it right away.

MessagePlease don't let Hobrazian citizens back to damaging their bodies with tobacco after a 20+ year spell of release. This is also in contravention of the latest drug act (http://aiglesrv.no-ip.info:8080/particracy/main/viewbill.php?billid=8157) as the watchdog created bans all harmful drugs - tobacco is clearly one of those.

MessageI still think it is pointless to let people use a drug again whilst saying how bad it is - you're contradicting yourself. What company would also let itself be bound by the conditions suggested?

Message@UB- Then I will add a clause stating that tobacco is exempt from the "Watchdog." Thanks for pointing that out.

MessageWe might have the votes to pass this even without the support of any other of the parties. But one more supporter will easily give the votes to pass. Perhaps the RP will go along with this.

Message@UB- What company would operate under such conditions? Pretty much all of them in RL. And yes, tobacco is harmful. Is that the government's business? No. If recreational drugs are allowed- all of which have potential health risks- then is it so wrong for someone to puff on a fine Hobrazian cigar after a hard day's work?

MessageTobacco is bad yes, but it is their own choice to use. And if it's limited as to where andwhen they can smoke (not around children or in public) for example, minimizes the health risks posed from second hand smoke.

Message"If recreational drugs are allowed- all of which have potential health risks" - which is why there is the watchdog to ban those that are too harmful, e.g. tobacco.

"What company would operate under such conditions? Pretty much all of them in RL" - I don't know of any countries where a company has to pay such a large sum of its revenue to tell people not to use its product.

"Tobacco will be removed from the "Watchdog" list from previous legislation" - What makes tobacco different to any other recreational drug?

"is it so wrong for someone to puff on a fine Hobrazian cigar after a hard day's work?" - Hobrazian cigars do not exist after 20 years of them being banned!

If you are going to this to tobcco then why not extend all of this to all recreational drugs?

MessageBecause someone puffing on a cigar after a hard days work effects others, unless you're going to ban smoking in any environment should another person be stood anywhere near enough to inhale any of the substance...?

Message"we propose the legalization fully of all tobacco products" - that's a lie as your points are imposng limits so they are not completely legal (yes, I know I'm being a little pedantic here).

Not because they care about the people, but they care about their image.

Message@UB- Yea, you are overly analyzing the semantics here. By "legalization fully" we meant legalization of all tobacco products.

If the watchdog group singles out just tobacco, then it fails in its job. What recreational drugs are not too harmful, really? Marijuana, the safest of recreational drugs, still has higher amounts of carcinogens in them than does tobacco. Cocaine and Crack-cocaine? Addictive, raises blood pressure, high tolerance buildup, errosion of nose cartlidge, easy overdose. LSD, MDMA, DXM, and psychadelic mushrooms? Destroys brain cells, some of these can induce prolonged psychosis. Opiates? Extremely addictive, high tolerance buildup, some forms are prone to easy overdose. Alochol? Can be addictive, causes liver damage, can induce alcohol poisoning. Recreational drug use is not a safe hobby. If the watchdog group does its job, then there would be no recreational drugs left to be legal!

True, there are no nations that require companies to pay such a large amount of revenue for awareness programs, but some companies still engage in such practices. Phillip Morris, the world's largest supplier of tobacco products, spends a good deal of its revenue doing just that.

If it is possible for an American to find a pre-Castro era cigar within his or her country forty years after the embargo against Cuba, then it is not unreasonable for a Hobrazian to find a cigar made in his or her own country a mere twenty years later.

If it would make you happy, UB, then I could include a clause that would create a seperate entity dedicated to monitering trends, health risks, etc. among tobacco users.

Message"If the watchdog group does its job, then there would be no recreational drugs left to be legal!" - That doesn't really bother me.

"it is not unreasonable for a Hobrazian to find a cigar made in his or her own country a mere twenty years later." - Assuming of course that Hobrazia is suitable for tobacco growing.

"If it would make you happy, UB, then I could include a clause that would create a seperate entity dedicated to monitering trends, health risks, etc. among tobacco users." - It wouldn't actually...

MessageTobacco has been banned for twenty years. As far as we can see, bringing it back will only have negative effects.

We stood only for the legalisation of natural drugs (and voted against the modified bill which legalised all drugs), as they do have a tangible positive effect on top of the negatives (ie. a high). Tobacco does not, it only causes harm to users and those around them. We must vote against this bill for the sake of our citizens' health.

Random fact: Particracy allows you to establish an unelected head of state like a monarch or a president-for-life, but doing this is a bit of a process. First elect a candidate with the name "." to the Head of State position. Then change your law on the "Structure of the executive branch" to "The head of state is hereditary and symbolic; the head of government chairs the cabinet" and change the "formal title of the head of state" to how you want the new head of state's title and name to appear (eg. King Percy XVI).

Random quote: "Anarchy stands for the liberation of the human mind from the domination of religion, the liberation of the human body from the domination of property, liberation from the shackles and restraints of government." - Emma Goldman
