What do you mean by saying that we purchase the "technology" from abroad. Our legislation allows the research and development of the "technology" already. So I can't see why we don't use (/haven't used) our scientific capacities?

And how does buying technology (from first sentence) transform into producing warheads (second sentence) without any further explanation?

So for the reason stated in description, proposition to change the law is not understandable for us.
