| "It is obvious that Black October holds a small amount of control on a small portion of Keymon, but this is greatly impacting families around our nation. These anarchist pigs are only fond of death and destruction, and this is how we propose to deal with them. As the old saying goes, fight fire with fire! Should this bill pass, the following shall immediately be put into action: -Any and all *people suspected of being of the terrorist group "Black October" shall be imprisoned immediately. Should there be enough evidence against them, they will be convicted of treason, and executed. -Any and all *people known to be members of black October shall be put to death as soon as they can make it through the court system. -Any city that is a Black October stronghold, as determined by the government, shall be burned to the ground immediately. -Any *person found to be harboring a Black October terrorist shall be convicted of treason. -The families of members or suspected members of Black October shall be arrested, and if no information is provided, convicted of treason. -All forms of treason against the government shall be crimes worth of death. -Members of Black October are subhuman pigs and therefore it is justifiable that they are not entitled to the rights of a citizen of Keymon. -All citizens found not carrying their government issued identity cards shall be arrested on spot. -The Duchy's People's Army shall be henceforth legalized" *Note that members of black october are not actually people, and the use of this term is only for convenience. --Office of the Grand Duke of Keymon |

| Message | In light of recent moves by the government to shoot suspected Black October supporters, Black October leader Conrad Wold released a video statement condemning the government. Wold said that the government can pass whatever laws it wishes, but that Black October is strong enough to make a stand and fight for the cities of Laddon and Penrod, which it currently controls as the strongest faction in Keymon. Wold also offered Simmons terms for a ceasefire. The terms of the ceasefire are: withdrawal of all government forces from eastern Keymon within thirty days, provided that all heavy equipment is left behind for Black October to seize; the surrender of eastern Keymon City to Black October; and the recognition of Paiz Donnad as the Director General of Keymon. Wold gave Simmons two weeks to respond to the ceasefire offer. |
