In order to encourage efficency in the market and to encourage a positive interaction enviroment between companies or business and the general populace, the Imperial Senate hereby: 1. Reduces all sales and income taxes on business and organizations opperated entirely by Democratic Worker's Councils by .5%. 2. Will provide subsidies for production or for providing services for Democratic Worker's Councils at a level not to exceed 5% nor less than .5% of the cost to the council to provide these goods and services but otherwise at a level to be determined by the Minister of Finance. |

Message | The current law does not forbid worker's councils nor support them. Where workers want to have them they are free to set them up. Is it neccessary to change the law and if what will be the benefitts for the Empire and our citizens ? |

Message | The Pattern Party believes in advancing Selucia in any manner that will lead to the best possible outcome. We've studied market systems and have come to the conclusion that the more players in the market on average the better for overall growth. This increases competition and fosters innovation. This does have its limit as business can be driven under when they are unable to compete. Thus to ensure a minimal level of competition it becomes necessary for outside forces to add 'players' to the mix. We would be happy to support alternative methods to do this but we feel this one is the most sensible. |
