While employing a mandatory scheme may be unfavourable at first, it will in the long term help to reduce the amount of garbage produced by all sectors of society and the economy. There will be a gradual scheme in place to ensure that people are burdened by the new program. Residents will have a year within the ratification of this act, to follow the new recycling scheme. They will be issued different boxes to help with their sorting by the city. Blue will be for cans, plastic and glass. Grey will be for paper and cardboard. [optional] Green will be for lawn clippings, leaves, branches, weeds, plants and any biodegradable household leftovers (such as coffee grounds). Black will be for household chemical products. Everything else will be free to be thrown into regular garbage bags and left in rubbish bins (to make collection easier for the city crews). Residents who fail to follow the rule change at the year's end will result in a $100 fine for the first offence and $150 for every subsequent offence. The industrial, enterprise and commercial sectors will have a similar scheme but unlike residential areas, if they fail to adhere to the rule of the law, they will face steep fines for imposing on the safety of the environment. They face fines from $200,000 up to and over $240,000,000. A residing justice may decide to impose a higher fine if the company is a repeat offender. They too will have a year following the ratification of this bill to adapt their policies to fit within the framework of the government policy. |

Message | Fines of $240,000 for dumping garbage in your own backyard? This is not about the environment, its just extortion. There is no way those levels of fines are proportionate to any damage to the environment. By destoying small businesses (even large ones) you destroying work and job growth. Why should millions of families across the nation suffer because you're more interested in protecting some insect? Local areas are already empowered with the right to decide their environmental policies. As such they can set beforehand their own recycling policies as weel as arbitrate where the waste goes. Furthermore this will affect private recycling efforts, as the govt will drive out any private players in the industry. All in all, this a disastrous piece of legislation |

Message | They have a transitional period to help then shift their practices and policies. And no, it's protect the whole environment. This is to make sure that everyone, even in the cities can enjoy something of a decent environment. This will go along side with our moderate pollution controls. This is just an anti-dumping law; many countries have this kind of thing. |
