The Charter of the National Security Council of Cedar Tree Preamble The Realm of Pontesi hereby establishes this charter as a part of the constitution to set forth the structure of our governance in case of emergency. This Charter principle is to maintain law and order in case of emergency and to give full executive power to this Council to act as a parliament in an unusual circumstances above the constitution power. Under the Charter, the functions and powers of the Security Council are: to maintain peace and security in accordance with the principles and purposes of the nation to recommend methods of adjusting such disputes or the terms of settlement; to determine the existence of a threat to the peace or act of aggression and to recommend what action should be taken; to take military action against an aggressor; to under highly unusual circumstances, immediately pass into law a Legislative Order. A Legislative Order upon the head of this council signature shall carry with it the full force of law for a period of 48 hours. The parliament must approve all Legislative Orders ex post facto within 48 hours or the Order shall be considered rescinded. Member This Council consisted of 10 Members: Atabeg Acciptrum or any other position that is a head of state of Pontesi. (Head of Council by position) Grand Vizier-General or any other position that is a head of government of Pontesi. Secretary of State for Defence Secretary of State for Internal Affair Coast Guard Commander Army Commander Navy Commander Air Force Commander Police Chief Commander Head of Intelligence Agency In order for this council to exercise their power they are required 1/2 vote of the council and the signature from the Atabeg Accipitrum or any other position that is a head of state of Pontesi. ____________________________________________________________________________ The Realm of Pontesi hereby establishes this charter as a part of the constitution to set forth the structure of our governance. TITLE I-MINISTRY OF HOMELAND SECURITY SEC. 101. EXECUTIVE MINISTRY; MISSION. (a) There is established a Ministry of Homeland Security, as an executive ministry of Pontesi. (b)(1) The primary mission of the Ministry is to- (A) prevent terrorist attacks within the Pontesi; (B) reduce the vulnerability of the Pontesi to terrorism; and (C) minimize the damage, and assist in the recovery, from terrorist attacks that do occur within Pontesi (2) In carrying out the mission described in paragraph (1), and as further described in this Act, the Ministry's primary responsibilities shall include- (A) information analysis and infrastructure protection; (B) chemical, biological, radiological, nuclear, and related countermeasures; (C) border and transportation security; (D) emergency preparedness and response; and (E) coordination (including the provision of training and equipment) with other executive agencies, with State and local government personnel, agencies, and authorities, with the private sector, and with other entities. (3) The Ministry shall also be responsible for carrying out other functions of entities transferred to the Ministry as provided by law. SEC. 102. SECRETARY; FUNCTIONS. (a)(1) There is a Secretary of Homeland Security, appointed by the President, by and with the advice and consent of the Senate. (2) The Secretary is the head of the Ministry and shall have direction, authority, and control over it. (3) All functions of all officers, employees, and organizational units of the Ministry are vested in the Secretary. (b) The Secretary- (1) may delegate any of his functions to any officer, employee, or organizational unit of the Ministry; (2) may promulgate regulations hereunder; and (3) shall have such functions, including the authority to make contracts, grants, and cooperative agreements, and to enter into agreements with other executive agencies, as may be necessary and proper to carry out his responsibilities under this Act or otherwise provided by law.
