MessageSSP, appologies for the outburst by the VBS caucus there, they seem to think that actually doing things that people might like, even if its a small group of people, runs counter to their idealogy or some such. That said, it is appreciated if a party leaves a bill up for debate for a while and includes a description in the front of the bill.
