We the Liberal Party propose that every four years, following the elections, we propose a new Seats in the Senate Bill. Our people are underrepresented. The ratio is 500,000 people per seat.

You see, If you have 190, its one rep for every 500k peeps. But with one hundred, its one rep for every. 952297.19, and that makes no sense. (And I don't know about you, but I wouldn't want to be .19 of a person.)

But the population changes on a fairly regular basis. Do you want to update the number of seats every second for each child born?
