This Act, with majority support of the Free House of Representatives, establishes a position of 'Speaker of the Senate'. This individual will be elected on a combined ticket with the Speaker of the House of Representatives. He or she will preside over the Senate of the Free Union and in case of tie cast the tie-breaking vote. The first Speaker of the Senate will be chosen on an interim basis by the Speaker of the House of Representatives.
