The PCD is a refoundation of the former "Civic Union of Ikradon" and thereby is tracing its roots back to the "Liberal Democratic Reform Party". It is a centrist liberal party that advocates:

- a regulated market economy
- state help for the poor and needing
- the protection of civil liberties
- the endorsement of devolution, but with national minimal standards
- environmental protection
