MessageAxis Mundi Revolution didn't actually expect this legislation to come even close to pasing. It was, however, a platform for people to express their support for fair representation of the current political model, or alleigance to the corrupt and broken paradigm we currently see.

Strangely - only the Likaton Fascist Front Revival and the Conservative Liberal Party showed any interest in representative government.
