| The Great Democratic Republic of Darnussia is in a great transformation period and the nation needs assistance from the outside. Our financial situation is at stake with the large state deficit and the long time privatisation of the economy has resulted in poverty among certain groups in the darnussian society, without national health care and pension to take care of the unfortunate. Furthermore the Great Democratic Republic of Darnussia is in no way capable of defending it self against foreign threaths. During the recent jewish rebellion we had to beg for assistance from Pontesi and Hobrazia. Even with their educators and special forces trainers it has not been possible to create an capable army of undertaking military assignments offshore or even protect this nation should a threath arise. The nation itself is at stake if nothing is done to cope with the status of our nation. We se that there is a need for external guidiance in a situation like this and therefore suggest that the following be enacted. Our close connections to the Hobrazian Empire has made the following a reality with the passing of this bill: - The Darnussian Empire will cease to exist. Instead the geographical Darnussia shall now be called the Imperial Hobrazian Protectorate of Independent Darnussia. - The Imperial Hobrazian Protectorate of Independent Darnussia shall join union with the Imperial Republic of Hobrazia. The Imperial Republic of Hobrazia shall have sovereignty over the Imperial Hobrazian Protectorate of Independent Darnussia in following ways: a) The Imperial Republic of Hobrazia Head of State shall assume the Head of State role in the Imperial Hobrazian Protectorate of Independent Darnussia. An Imperial Viceroy will be installed in the Imperial Hobrazian Protectorate of Independent Darnussia to assist the Head of State in his duties. Furthermore will a Governor General be installed to implement and act on decisions coming from the Imperial Republic of Hobrazia. The Governor General shall also lead the Imperial Hobrazian Protectorate of Independent Darnussia Government that will be installed to assist him. b) The Imperial Republic of Hobrazia shall take over the issues of defence and foreign affairs for the Imperial Hobrazian Protectorate of Independent Darnussia. c) The Imperial Hobrazian Protectorate of Independent Darnussia military shall report to the Imperial Republic of Hobrazia and be merged with their armed forces. The police will have a joint structure head overall by the Minister of Justice of the Imperial Republic of Hobrazia. - There shall be a passport union between the Imperial Republic of Hobrazia and the Imperial Hobrazian Protectorate of Independent Darnussia. - The Imperial Hobrazian Protectorate of Independent Darnussia shall keep sovereignty on religious issues and issues of nationality and citizenship. This though can not be applied to hobrazian citizens who are free from Darnussian regulation on nationality and citizenship. Recognised state religions in the Imperial Hobrazian Protectorate of Independent Darnussia shall be Hobaism and Hobrazian Orthodox Church. Also mandatory membership is applied for those seeking citizenship. - Further union between the Imperial Republic of Hobrazia and the Imperial Hobrazian Protectorate of Independent Darnussia shall be decided by the chambers of the two nations when and if this occur. The same with dissolvement of union. |
