Description[?]:

Too many children leave school at the age of 16, often missing out on skills needed for their future. This bill would raise the school-leaving age by one year in order to create a fully-funded programme of apprenticeship for Beluzian young adults.

Those wishing to leave the regular school curriculum at age 16 woudl remain free to do so. However, they would be required to take part in a one-year skills training programme. They could choose a skill -- welding, bricklaying, computer repair or another designated field -- and spend one year on the job learning it. Their wages would be paid by the government, using funds that would otherwise be spent to educate them. There will be an option to extend the apprenticeship for a second year, but this will not be compulsory for students.

MessageA clause has been added to offer an additional (but optional) second year of apprenticeship. That is, students can do this work until 18 with full funding, but it will only be compulsory to 17.
