This bill stands to make sure that the Head of State shall be obliged by the constitution to present a Cabinet Proposal in the following circumstances:
*After elections
*If any major Political Event happens, ie Death of HoS or HoG or Minister candidate, Civil War, War

The following guidelines are to be given:
*The Prime-Minister must be the party with more seats. In case of a Tie, the HoS shall decide.
*If a HoS is hereditary therefore its position is not controlable, the HoG shall hold that responsability.
*If the party of the HoS goes inactive, all members must, by the legislation in this bill, agree in a early election.
*The NCC reserves the right to suspend temporarily or definetly the legislation on this bill.
*This bill can continue to be used even if we depart to a Dictatorship or a Empire.
