Message | Research shows that when benefits are means tested there is significantly lower take up amongst those in poverty than when the benefits are univeral, this is generally attributed to working class folks being too proud to accept 'handouts', however if everyone gets it the situation is different. Another point is that means testing requires more bureucracy than universal benefits, thus leading to a higher percentage of the budget earmarked for benefits going into adminstration rather than people's pockets. |
