MessageI have no problem with granting Right to Abode to anyone who meets basic qualifications:

- maintaining a permanent residence in Beluzia
- maintaining employment or obtaining sufficient means to support oneself during their stay; and
- be free of criminal activities

This stay could, in theory, be continued perpetually, until death. However, foreign citizens would always retain their own citizenship. Refugees would be categorized as a special category ("Beluzian Resident-Foreign National"), and could be issued a special passport for travel purposes.

Currently, we face a population crisis in Beluzia. As immigration is not required to sustain our labour force, and as the Liberal Party supports the open and free movement of persons across borders, it is our view that migrants would have little practical need to obtain citizenship. Indeed, the law already provides for all persons in Beluzian territory regardless of nationality or citizenship.

By extending citizenship and nationality by simple exam, we reduce the overall value for both. Indeed, what does the term 'citizen' or 'national' mean in such a state, other than 'legal resident.' Such a person would have little in common with those who had, for a great period of generations, called themselves Beluzian.

MessageThose are not the basic qualifications for either residency or citizenship, and the People are unaware of any "population crisis". This strikes me as hysterical fearmongering of the most cowardly sort.

As far as "a simple exam", I hardly think the exhaustive battery of physical, psychological and medical exams prospective citizens endure could be called anything other than rigorous and pervasive by any beyond a few of the basest decievers.
