The parliament of the Beluzian Republic, Believing that the poor deserve equal opportunities in education; Further believing in fiscally responsible government; Asserts that subsidising tuition fees for rich students is not efficient; Furthermore asserts that poor students should not be burdened by partial fees; Reforms the tuition system to an income-based system that provides full coverage for those students which would otherwise be unable to study. |
