MessageI agree with the second proposal, but not the first. I think that local governments should decided who will operate those Transport System.

MessageThe local government would still managed local transport. But the funding would come from the central government. making that users don't have to pay to be on a bus. They can choose whether to build more buses for those areas. But the main intention is to reduce pollution and congestion in the roads, while at the same time increase the economic activity by allowing people to freely move from business to business without being out of money.
