It has been several months since the legislative decision to raise all children in state institutions came into effect, and yet we have no plan. Ultimately, as President, Friedrick Nietzsche XVII has full power over this, although he may delegate his powers; generally to the Minister of Internal Affairs or the Minister of Education and Culture. However, he has decided otherwise, and that he shall, temporarily, grant the privilege of this power to the House of Representatives. But, if the House cannot agree, he shall revoke this privilege and set the policy himself. Even those against the state raising children are encouraged to be actively involved in the policy formation, as there is nothing they can do about it for now, and they should be involved with the mindset of, if they had to decide on a national policy, what it would be. So, with a slight raise in the funding in the Ministry of Education and Culture, paid for by a combination of the current surplus and a raise in corporate tax, Friedrick Nietzsche has proposed the following legislation to be edited and amended by, and eventually passed or failed by the House of Representatives. As stated before, if the bill fails, then Friedrick Nietzsche XVII will exercise his full power and set the policy himself. ———————————————————————————————————————————————————————————— Be it enacted by the House of Representatives of Barmenistan, the following shall become national law and shall bind the actions of the government and the people: == Education and Ministry Funding == 1) Out of the total Education and Culture budget of 280 billion BAR, 230 billion BAR shall be allocated for the purposes of education and child raising. The remaining 50 billion BAR shall be used for the support of libraries, museums, and national historical sites, to be allocated as the Minister of Education and Culture sees fit. 2) Of the 230 billion BAR allocated to education and child raising, 23,000 BAR on average shall be allocated to each child/student. 3) For all children not yet in preschool, 18,000 BAR shall be allocated to the raising of each child each year, and the remaining 5,000 BAR per child per year shall be allocated to adolescents. 4) For all children/students that are in the process of completing primary or tertiary education, each child/student shall have 15,000 BAR allocated to his/her raising, and 8,000 BAR allocated to his/her education. 5) For all adolescents that are in the process of completing secondary education, each adolescent shall receive 21,000 BAR allocated to his/her raising, and 8,000 BAR allocated to his/her education. 6) Upon the reaching of age of majority or the graduation from tertiary education, whichever shall come sooner, each student shall have the choice of performing national service, or entering higher education. If the student chooses national service first, all youth raising funds shall cease for that person, and the maintenance of that person shall become under the jurisdiction of the Ministry of Defense until that person is no longer serving national service. 7) Those that wish to become students in higher education shall receive 13,000 BAR towards tuition, room, and board until the student finds his/her higher education to be completed to satisfaction. Out of the remaining 8,000 BAR, 1,000 BAR shall go towards the raising of adolescents, and the rest shall go towards the education and culture "surplus pool." 8) In the event that all allocated funds have run out, the first action to be taken shall be that funds shall be taken out of the education and ministry "surplus pool" to compensate for the deficit. If there is still a deficit, then it shall be met as much as possible by the national government surplus. If a deficit still exists, then the funds for students in higher education, starting with the poorest academically performing students that are most educated in the nation, shall be cut to the necessary bounds. == Youth Institutions == At birth, each child shall be named by its parents and then custody shall immediately be taken by the state where the child shall be raised in state-run youth institutions and the following shall apply: — Administration — 1) Each Youth Institution shall be autonomously run, but shall comply with any regulations given to it by the national government of Barmenistan. — Location — 2) One third of all youth institutions shall be located in the bourgeois residential or commercial districts of the urban areas of the largest metropolises in Barmenistan. 3) One third of all youth institutions shall be located in the aristocratic residential or commercial districts of the urban areas of the largest metropolises in Barmenistan. 4) One third of all youth institutions shall be located in rural areas of Barmenistan. — Staff — 5) For all children not yet in preschool, there shall be one child nursing specialist assigned to every five or less children during the day, and one child nursing specialist assigned to every ten or less children at night. One child psychologist for every twenty or less children shall be assigned to children not yet in preschool. 6) For all children in preschool or primary school, there shall be one child specialist that is female and one that is male that each shall be assigned to every five or less children during the day, and two more specialists that shall be assigned to ten or less during night; each child shall have both a male and female specialist during the day, as well as the same at night. One child psychologist shall be assigned to every twenty or less children. 7) For all adolescents in secondary school, there shall be one adolescent specialist that is female and one that is male that each shall be assigned to every five or less adolescents during the day, and two more specialists that shall be assigned to ten or less during the night; each adolescent shall have both a male and female specialist during the day, as well as the same at night. One adolescence psychologist shall be assigned to every ten or less adolescents. 8) For all young adults in tertiary school, there shall be one young-adult specialist assigned to every five or less young-adults during the day, and one young-adult specialist for every ten or less young-adults during the night, preferably of the same gender as each young adult if possible. One young-adult psychologist shall be assigned to every ten or less adolescents. One counselor/adviser for young adults shall be assigned to every ten or less adolescents. 9) If there is a shortage of any sort of staff, aside from psychologists, in the youth institutions, positions at the youth institutions shall be considered civilian national service, and shall be filled at highest priority. Training for such positions shall not be included in the national service term. 10) All other staff required in the youth institutions, including, but not limited to, janitors, food service professionals, and security, shall be hired and allocated at the discretion of the youth institution administrators through request of the appropriate officials of the Ministry of Education and Culture. — Funding — 11) Each infant psychologist and child psychologist shall receive 30,000 BAR towards salary, benefits, and supplies. 1,500 BAR shall be drawn from the fund allocation allotted to each infant and child that each psychologist is assigned to. If an infant or child psychologist covers less than twenty infants or children, the remaining funds to equal 30,000 BAR shall be drawn from any excess funds available allotted to child raising. 12) Each daytime child nursing specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 750 BAR shall be drawn from the fund allocation allotted to each infant that the nursing specialist is assigned to. If a child nursing specialist covers less than five infants, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 13) Each nighttime child nursing specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 375 BAR shall be drawn from the fund allocation allotted to each infant that the nursing specialist is assigned to. If a child nursing specialist covers less than ten infants, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 14) Each daytime child specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 750 BAR shall be drawn from the fund allocation allotted to each child that the specialist is assigned to. If a child specialist covers less than five children, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 15) Each nighttime child specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 375 BAR shall be drawn from the fund allocation allotted to each child that the specialist is assigned to. If a child specialist covers less than ten children, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 16) Each adolescent psychologist shall receive 30,000 BAR towards salary, benefits, and supplies. 3,000 BAR shall be drawn from the fund allocation allotted to each adolescent that each psychologist is assigned to. If an adolescence psychologist covers less than ten adolescents, the remaining funds to equal 30,000 BAR shall be drawn from any excess funds available allotted to child raising. 17) Each daytime adolescence specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 750 BAR shall be drawn from the fund allocation allotted to each adolescent that the specialist is assigned to. If an adolescence specialist covers less than five adolescents, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 18) Each nighttime adolescence specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 375 BAR shall be drawn from the fund allocation allotted to each adolescent that the specialist is assigned to. If an adolescence specialist covers less than ten adolescents, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 19) Each young adult psychologist shall receive 30,000 BAR towards salary, benefits, and supplies. 3,000 BAR shall be drawn from the fund allocation allotted to each adolescent that each psychologist is assigned to. If a young adult psychologist covers less than ten young adults, the remaining funds to equal 30,000 BAR shall be drawn from any excess funds available allotted to child raising. 20) Each counselor/adviser for young adults shall receive 22,500 BAR towards salary, benefits, and supplies. 2,250 BAR shall be drawn from the fund allocation allotted to each adolescent that each psychologist is assigned to. If a counselor/adviser for young adults covers less than ten young adults, the remaining funds to equal 30,000 BAR shall be drawn from any excess funds available allotted to child raising. 21) Each daytime young adult specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 750 BAR shall be drawn from the fund allocation allotted to each young adult that the specialist is assigned to. If a young adult specialist covers less than five young adults, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 22) Each nighttime young adult specialist shall receive 15,000 BAR towards salary, benefits, and supplies. 750 BAR shall be drawn from the fund allocation allotted to each young adult that the specialist is assigned to. If a young adult specialist covers less than ten young adults, funds shall be drawn from excess funds anywhere else that are allotted towards child raising. 23) For each children/students in primary, secondary, or tertiary education, 8,000 BAR shall be used to pay for the education of the child/student. 24) All funds not allocated to staff, maintenance of the youth institutions, or education, shall be allotted directly the the child/student. An appropriate amount of money in each section of essentials shall be allocated to each child/student. For those permitted, money for spending on essentials shall be stored on a special debit card partitioned based upon a divided budget. Some of the remaining money shall be set aside for the specialists to purchase gifts on special occasions with, and the rest of the money shall be allowed for luxuries. — Guidelines/Rules — 25) Different methods of raising shall be compiled, and each specialist shall be trained in a different method at random, so long as that the amount of specialists trained in each method is as equal as possible. 26) As each child/student passes on to the next specialist (i.e. infant to child, child to adolescent, etc.), the next specialist must have been trained in the same method of child raising as the previous. 26) The appropriate preschool for each child shall be chosen based upon a psychoanalysis of the child and infant aptitude tests, and the best preschool within a distance of 75 km shall be chosen. 27) In the choosing of an appropriate primary school for a child, another psychoanalysis, aptitude/talent tests, personality examinations, preschool performance and behavior shall be used to generate a list of the ten best suited primary schools within 75 km of the youth institution, and then the child shall be given a tour of each school, and pick its favorite. 28) The choosing of an appropriate secondary school for a child shall be done by another psychoanalysis, aptitude/talent tests, personality examinations, primary school performance and behavior, and each and every suitable secondary school within 75 km of the youth institution shall be granted as option the the child, and the child shall pick ten schools to tour, and then one final school to attend. 29) The choosing of an appropriate tertiary school for an adolescent shall be performed entirely on the choice of the adolescent, and the young adult may transfer to another tertiary school any number of times during the first two years of tertiary education. 30) The purchasing of essentials and luxuries for each infant or child shall be done with aid of the specialist assigned to that infant or child, and the aid of the psychologist is recommended. Infants and children must be under supervision most of the time in the youth institution, and all of the time when outside but not at school. 31) The purchasing of essentials for each adolescent shall be done with the aid of a specialist, and the purchase of luxuries must be done under the supervision of a specialist. Adolescents must be under supervision about half to much of the time when outside of the youth institution in a short distance and all of the time outside when not at school. Consistent analysis by a psychologist is necessary. 32) Purchases by young adults may be made at will to the extent of funds. Supervision is not necessary, but highly recommended. Consistent meeting with a psychologist is necessary, as well as with a young adult counselor. 33) Children in youth institutions are to be raised with ethics (consequences of actions and how they affect other people and society), but not morals, until secondary education, at which time all adolescents in secondary education must begin taking classes in philosophy each year for the rest of their education, even into higher education. No religion is to be allowed in youth institutions. 34) While actions that do not hurt others but might hurt one's self will not be taught as wrong, but they will be forbidden amongst infants and children and highly discouraged and frowned upon in adolescents and young adults, and they shall be educated to know the full extent of the consequences. 35) Children shall be segregated by age group. 36) Infants and children may not be out later than 21:00, and must sleep in the same youth institution each night. 37) Adolescents may not be out later than 22:00, but as they are not fully supervised all the time, it is at their choice to come in by 22:00, and, as established by law, the police shall not interfere with that decision, but it is the responsibility of the institution to punish the adolescent. Adolescents must sleep in their own youth institution six nights per week. 38) Young adults have the privilege of no curfew, and they must only sleep in their own institution three nights per week. 39) Sexual activity amongst adolescents shall be unrestricted, but shall be strictly discouraged and shall be punished post facto. 40) Sexual activity amongst young adults shall be discouraged, but totally unrestricted and unpunished. 41) All children shall be required to do "chores," in exchange for their allowance (their luxury budget), and shall be punished for not doing "chores." All adolescents and young adults shall be expected to do "chores," but refusing to do so shall result in no allowance. To receive allowance, child, adolescent, and young adult must perform a minimum of one and maximum of four hours of "chores" per week. 42) All forms of punishment must be non-corporal and shall not be any form of abuse. 43) Any form of abuse or neglect committed by any staff at a youth institution shall be punished by a minimum of life imprisonment for all those responsible and a 100,000 BAR fine. 44) The ultimate responsibility shall be to raise independent, functional, upstanding people for Barmenistan. == Education == 1) Preschool shall begin for each child during the year that that child turns 3 before January 15. 2) Each year of school shall be called a level. 3) Six levels of primary school shall follow preschool. 4) Four levels of secondary school shall follow primary school. 5) Four levels of tertiary school shall follow secondary school. 6) An optional two levels of quaternary education instead of national service shall follow in a college, vocational school, or university. 7) An optional two levels of quinary education shall follow quaternary education for those that have completed it, at a college or university. 8) An optional two levels of senary education shall follow quinary education at a university. 9) An optional two levels of septenary education shall follow senary education at a university. 10) Any other forms or levels of education of different types may follow after quinary education, at the choice of the school, and more levels may follow septenary education, at the offering of each school. ———————————————————————————————————————————————————————————— If anything is missing, feel free to point it out. Message | fistly these guidlines have to be admired for firstly ur dedication to doing them and the level of thought needed for them. the one thing i would have to say is the location part, why do you feel it nessecary to place one third of childern in an aristocratic area of a city, another third in a bourgeois part and the last third in a ruarl area of the country????? surly the best option would be all the same area as placing some children into the different locations will effect them, and the purpose from what we understand this act was to ensure that all children got an equal and fair chance to be raised properly. again srry if this seems like nit picking but we noticed that the the different jobs and up bringings that the staff are trained in are picked at random, would it not make more sense for the teacher of the staff to choose who would be better for each method instead of it being left up to chance?? or have we read it wrong?? otherwise some great work but some enquires |

The reason we decided on that is to give variety in which the people were raised. No one should have to be raised in the proletariat environment, but we believe that it would be better that the people raised were randomly split into thirds and raised in different types of environments so that not everyone's childhood is too common. It will make them different, yes, but not necessarily unequal if we do our job right. When we say equal, we mean in opportunity. But as for experience, we wish for the experiences of each child, each specialist, each institution, and each location to all be unique so that while everyone should have equal opportunity, they will be unique. That is what we want; that it may enhance ingenuity and the free flow of information so that we progress forward. The problem is that we don't want this to be imbalanced. If it is imbalanced, we will create majorities that think one way, and a lot of minorities likely to be oppressed. We don't wish for this to happen, but to even it out. What are your thoughts? |

Message | Because it is a temporary raise to fund the education budget increase until we can convince the House of Representatives to cut the budgets, as many of the social programs are becoming obsolete as unemployment and poverty are dropping. |

Message | After we could convince the House to drop the other parts of the budget, we would of course revoke the corporate tax and eliminate it entirely as well as the income tax. Then we would lower the luxury tax, but would probably only be able to do so about 2-3 percent. However, when purchasing large or very expensive items, a 2-3 percent tax cut can make a huge difference. |
