It is high time, after several failed attempts on our part, for this nation to open itself up to the rest of the world. We are the only nation on terra that denies nationality to all not born to Endralonians, and we are falling behind, both in population and in the national skill-level. Immigration is the only means by which we can quickly and effectively bolster the strengths the Empire and address its weaknesses. |

Proposal[?] to change Government policy concerning granting nationality (national of this state without implication of having citizenship rights).
Old value:: Only those born to nationals become nationals.
Current: Only those born in this country or to nationals receive nationality.
Proposed: Anyone receives nationality but immigrants must pass a test to gain nationality.

Message | And may I point out (for the benefit of NSIP) (hey, do you notice how close that acronym sounds to 'insipid'?) that nationality is a separate proposition from citizenship, making equivalent to permanent residency, something that we must be able to offer to foreign specialists, academics, scientists, etc. |
