| Message | of article 3... the extreme situations would be a politcal figure has just received an anonymous letter... it has to be checked by the authorites to ensure its safety... another extreme situation is the intimdating of the victim who received a letter... it needs to be checked by the justice dept. to ensure that the receiver is kept safeguarded and under the hands of the authorities until the sender is identified. |
