Section I. Short Title This act may be cited as the "International Aid Act of 2569". Section II. Immigration. A. 1. No person who is not a Vanukan citizen, and who has been convicted of a crime which, if committed in Vanuku, would be punishable by imprisonment of one year or more, shall be permitted to establish residency in Vanuku. 2. Any person of sound mind and good moral character shall be eligible to apply for permission to establish residency in Vanuku, with the Ministry of Foreign Affairs. B. Residency eligibility shall be determined on the following principles: 1. Any person who is a family member of a person permanently residing in Vanuku shall be eligible for permanent residency in Vanuku. 2. Any person who has received an offer of employment in Vanuku for a period of not less than two years shall be eligible to establish permanent residence in Vanuku. 3. Any person who has invested at least 250,000 Vanuku in a Vanukan business, or who owns real property in Vanuku with a value of at least 250,000 Vanuku, shall be eligible for permanent residency in Vanuku. C. There shall be limits on annual immigration, as follows: 1. Not more than 3500 people shall be permitted to immigrate to Vanuku as provided in division B (1) of this section in any month. 2. Not more than 8000 people shall be permitted to immigrate to Vanuku as provided in division B (2) of this section in any month. 3. Not more than 5000 people shall be permitted to immigrate to Vanuku as provided in division B (3) of this section in any month. D. If in a given month, more persons apply for permission to establish permanent residency in Vanuku under a given category than the permitted quota, precedence shall be given on the following criteria: 1. In the category of division C (1) above, according to the closeness of the applicant's relationship with their relative, which shall be determined based on Vanuku's laws of familial inheritance, and then by the length of time for which a given application has been pending. 2. In the category of division C (2) above, according to the importance of the job, which shall be determined based on guidelines created by the Minister of Foreign Affairs, and then by the length of time for which a given application has been pending. 3. In the category of division C (3) above, according to the amount the applicant has invested in Vanuku, or the value of their property in Vanuku, and then by the length of time for which a given application has been pending. Section III. Refugee status. The Minister of Foreign Affairs shall create guidelines for the admission of refugees into Vanuku; provided, that not more than 2000 persons shall be admitted into Vanuku as refugees in any given month. Persons admitted as refugee shall be eligible to apply for permanent residency in Vanuku twenty-four months following their admission into the country. Section IV. Citizenship. 1. Any person who has continuously resided in Vanuku for five years, and who is a permanent resident of Vanuku, shall be eligible for citizenship. 2. The Minister of Foreign Affairs shall create a citizenship test, which shall test citizen-applicants on their knowledge of Vanukan politics, culture, geography and history. 3. A naturalized citizen shall hold all the rights, privileges and obligations of Vanukan citizenship. Section V. Effectiveness. This bill shall take effect on Jan. 1, 2571. |

Message | The Vanuku Sinatranoan Party has always felt that skilled people all the world over should be welcomed to Vanuku (with some notable exceptions). As such, we are amenable to the first article. In keeping with our Party's desire to help others and enrich the Terran spirit, we are not exactly opposed to the second article. However, we would like to hear a little more information about it. How will this better our nation? Presumably there are no quotas attached if we accept all refugees, so logistically are we capable of this? As with issues we raised with allowing missionaries unlimited access, there is a chance foreign aggressive intelligence agencies and terrorist units could try to gain entry undetected. Thoughts? |

Message | No way. This Nations stands today united because of its ability to count on the loyality of ever member of the country. Immigration is not needed due to the large population increase over the last 20 years and the national ability to support, supply and sustain such growth. Name me a reason why, why oh why, we need immigration? does the Freedom Party believe that the people of Vanuku cannot take the world on by themselves? Are you saying we cannot live without others telling us what to do? As for refugees. They create a huge amount of resettlement problems and budget issues. Why do we need someone elses detritus? why do we need to upset. or assits other national Governments by taking on political exciles and upsetting our own internal affairs and foreigner diplomats. |

Message | The hyper-isolationism of the old line parties, the Nationalists and the Liberal Conservatives, is wildly out of touch with Vanukan public opinion. Immigration is a great potential boon for our nation, and we would be fools to reject it. Moreover, whatever the Nationalists might think, we happen to believe that Vanuku is the greatest nation on Terra, and how wrong, how wrong it would be to deny anyone the opportunity to come and live here! |

Message | Members of the VFP seem to believe that the nation as we know it now has just occured, with no real Hardship or problem. The nation on the dawn of President Menzies first term in office was one of catastrophe. Huge unemployment, crippling budget, economic ruin and huge taxpayer funded refugee, foreign aid, and immigration pension. Closed Door Act helped Vanuku’s masterful recovery. To give away all we have worked for, all that we have strove to give to the next generation, to hand it over to those who have not earned it, have just arrived after the fact, is a slap in the fact of those Vanuk’s who gave there all to build a better democracy for us all. Free of international dictation and fanatics bent on exploiting Vanuku’s uneasy place on the world stage. This bill will undo that hard work. That achievement. That enduring legacy. We ask respectfully that the VFP retract this proposal and honor our greater sacrifice. |
