Bill: Anarch Anakrousite Reform Bill - Teen Pregnancy (ii)
Details
Submitted by[?]: Commonwealth Workers Army
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: March 2113
Description[?]:
In order to combat the current tide of teen pregnancies, and the increasing proliferation of sexually-transmitted disease, the AAP believes that it is time, once again, to raise the issue of sex education at schools. We believe that there should be SOME leeway in the way the matter is taught, but that certain points MUST be taught at all schools: namely: the possibility of disease, the risk of pregnancy, adverse peer-relations regarding sex, and what IS and ISN'T legal. Outside of those confines, the AAP believes schools should be able to take any reasonable approach to the matter, teaching whichever moral codes they see fit. |
Proposals
Article 1
Proposal[?] to change Sexual education in schools.
Old value:: This decision is up to the schools themselves without government regulation.
Current: Schools have an obligation to give sexual education at some point in puberty.
Proposed: Schools have an obligation to give sexual education at some point in puberty.

Message | Since debate has been held on this issue, previously, the AAP intends to draw this matter to a vote. Debate and comment is still welcome, as it may well shape future presentations of similar legislation. Personally, the AAP believes there is enough compromise in the LANGUAGE of the bill, that most voters should be able to accept it as a reasonable approach. We, of course, await the 'democratic' response to that thought. |

Message | We feel that this bill has been unecissarily rushed so that it will come into effect just before the next election. |

Message | The AAP admits that it sees little reason to continue discussion of this bill. As such, this IS a measure we would like to see introduced as soon as possible. Hence, the short shelf life. However, the Royalists accuse us of vote-rigging? This is not the first or only time the AAP has pushed issues straight to a vote, and we have often suffered what might be considered 'defeats' because of that. However, the AAP considers such votes to be 'testing the waters'... since they can always be voted down if they are not democratically popular. For an exmaple: look to the AAP National Security series of Bills. (Which have been pushed straight-through, several times, despite it being practically certain not to pass). |

Message | We stll feel you acted far too quickly and have ridden rough shod over our democratic legislative chamber. |

Message | The AAP hears the Royalist concerns, and takes them on board. However, the fact still remains that this IS basically a re-run of a former proposal, just with some extra concessions built in to the language. OOC: Perhaps the AAP is too active? I only get to take part around my job, and that means I have to try to fit a lot of attention into fairly small intervals. For me, coming back to a proposal 8 hours after it was introduced, and finding one (or no) comment(s) is not 'too quick'. Back in Character: The AAP apologises to the Royalists if they feel their democratic rights have been violated. |

Random quote: "Who are the militia? Are they not ourselves? Is it feared, then, that we shall turn our arms each man gainst his own bosom. Congress have no power to disarm the militia. Their swords, and every other terrible implement of the soldier, are the birthright of an American...[T]he unlimited power of the sword is not in the hands of either the federal or state governments, but, where I trust in God it will ever remain, in the hands of the people." - Tenche Coxe |
