An Act to split the National Police Force into a Federal Police, dealing with criminal investigations and inter-cantonal offenses; and Cantonal Polices, dealing with civil procedures, non-criminal intra-cantonal issues and other, minor matters. This Act only provides the legal framework for the creation of the regional police forces, but does not create any per se. 1.- The National Police Force is renamed the Cildanian Federal Police Force. 2.- Cantons shall have the power to establish their own police forces, controlled by their governments in a command structure similar to the current Federal Police. 3.- Work conditions in cantonal police forces shall be the same as in the Federal Police Force, with the same bylaws applying. 3.- When a cantonal legislature votes to establish the Canton's own police force, a negotiation process shall take place between the federal and cantonal governments, in order to determine the jurisdictional areas of the regional police, which will be construed by the minimums and maximums specified in sections 4 and 5. 4.- Minor issues, such as traffic control, are to be taken over with exclusive jurisdiction by the regional police forces, if they exist. The Federal Police shall always retain jurisdiction over criminal offenses and inter-cantonal issues, though there can be collaboration from the regional police forces. 5.- Felony investigations shall remain the exclusive competence of the Federal Police. 6.- All data on investigations by all police forces in Cildania shall be accessible from a single point by any police force, be it federal or cantonal, in order to facilitate the tracking of inter-cantonal offenders. 7.- Members of the Federal Police serving in the departments related to jurisdictional areas covered by regional polices shall be transferred to them when they are created. 8.- A transitional period of up to three months shall be established when a cantonal police is created. During it, the command structure shall be mixed, with ultimate decision power resting in the Federal command. 9.- Cantonal police forces shall be subject to the same limitations and regulations on their powers as the Federal Police. 10.- If a cantonal police force is to be disbanded, the Federal Police shall once again take over all jurisdiction. The members of the cantonal police shall have the option of reincorporating to the Federal Police, though they can be rejected on a case-by-case basis. |

Message | We the Progressive Liberals believe the time is ripe for a wider transfer of powers and duties to the Cantons. In particular, we think that the Cildanian Police corps should be split, with a Federal Police dedicating to felonies, high-profile and interstate crime; while the cantonal police forces would take jurisdiction on minor and intra-state issues. This would remove part of the micromanagement burden from the CPF command and translate it to the Cantons, whose smaller forces would be easier to manage. Besides, the cantonal governments are mature enough to have some actual, citizen-close, powers transferred to them, and the cantonal command of police forces would be a great sign of the commitment of Cildania to federalization. |

Message | The jurisdiction problem is usually the bane of many federal systems, but in this case the Federal Police retains jurisdiction over inter-cantonal issues. We've added a new section to the Act requiring that all police forces either use a single database or all their data can be accessed from a single point, thus making cross-cantonal offenses easier to track by the Federal Police. |
