| In the event of an emergency (Natural or Manmade), a national agency must be in place to: 1. Assess the damage 2. Provide temporary relief 3. Take control of all emergency situations and problems 4. Work with the state during a crisis 5. Coordinate disaster plans such as evacuations, task forces, etc. the agency should be called: T.N.E.A (Talmoria Nat'l Emregency Agency) Likewise the provincias must ask the the Head of Gov't for emergency assistence and he/she will determine the nature of the situation and wether or not to enact an emergency decleration on the effected area(s). The Gov't will be required to build at least 2 shelters in EACH Provincias in the 2 biggest cities as-to provide enough shelter to most of the Provincia. |

Old value:: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.
