Message | Shelters should be standardized for ease of use and maintenance. Furthermore, national government has more foreign affairs knowledge and military testing expertise, so it will know best what kind of shelters will be most effective. Dealing with the bureaucracy of regulating local authorities' efforts will waste money and time. We do not support this bill. |

Message | A standardized system is horribly impersonal to the needs of each locality. Let the national government send an annual list of recommendations to the local authorities. And you yourself oppose dealing with the bureaucracy. National governments have larger bureaucracies that constantly harass local authorities' efforts. This is for the safety, and liberty, of the people. |

Message | We hesitate to side with the minarchists on this one. Localization of these shelters would be more suitable to each region, however, the money will be the only problem. Since certain regions may not have enough funds to build adequate shelters, those citizens will be at a disadvantage. |

Message | Besides the fact that poorer regions often have less people in them and are of less value to an enemy because of their lack of population and wealth, I would note that this means each locality can raise and lower taxes as necessary to maintain them. And the reason certain regions may not have enough funds to build them is because of a strong central government that restricts the growth of an economy. |
