Bill: Proposing Bill Limits
Details
Submitted by[?]: Free Radical Party
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: April 2681
Description[?]:
WE propose to limit the number of bills that can be proposed per year, the heightened activity in our parliament has created a problem. The problem being that bills still in the debate stages are being pushed back to page two and thus we fear "out of sight out of mind" plus by limiting the number of bills allowed to be proposed, it requires more cooperation between parties. For example the recent cooperation between SHH and MP in their bill proposals. |
Proposals
Article 1
Proposal[?] to change The maximum proposal quota a party can accumulate.
Old value:: 15
Current: 50
Proposed: 10

Message | Not particularly bothered either way, but we doubt this will pass (given the previous bill). We would support the second article without the first, if you break this into two bills, as we don't agree with parties hoarding their proposals over the year and launching omnibus bills; -cough- Minarchists military policies -cough- :P We will abstain otherwise; pending further action by our fellow Senators. |

Message | Well, if anything RSA, you have flooded our parliament with tons of bills and proposals and we believe you are the main culprit for proposing out 5 bills every other day. That with the addition two to three bills proposed by all the others creates a back log and "23 votes going on concurrently" which is a bit much in our opinion. Atleast MP put all those into one bill and then broke it up accordingly... or i assume would have had time permited, but we shortended the election cycle by 16 months. |

Message | Well, we don't really have a problem with having lotsa bills at once, we take more issue with all-in-one bills which don't allow for compromises and proposal-splitting. In any event, we acknowledge we have been the biggest proposer of late. All our bills are generally separate because no other parties seem willing to compromise very often for the sake of political progress. We doubt FRP would support any bill which took responsibilities away from the local government, for example. That fact is that the FRP, SHH and CP have less concerns with the current laws than us and the MP, because we're newer and you've had more time to change the laws to your liking. However, from now on we can consider starting all our bills with multiple articles and only breaking them up if necessary, for the sake of reducing clutter on the legislative floor. And we still support article 2; because we don't like the idea of a newish party, or any other, dropping a 15-proposal bombshell on the Senate. |
