| To compromise between the SHH/MP position and the CP/ESA, we believe the following may be a possible law-change. Given Uleroth currently allows third-trimester abortion [we're basing this on long RP'd views of Uleroth which are based on their very permissive civil rights opinions] and Korgana's comparatively very pro-abortion policies [again, see their civil rights scale - we can't see why a provincial government wouldn't implement its people's opinions], we presume the MP and SHH will support a move the restrict such actions. |

| Message | Ah, we didn't see that prior reform. The Minarchists/SHH must acknowledge that the local governments of Uleroth and Korgana are pursuing far more radical laws than what I propose. [Look at their permissiveness under civil rights - pro-abortion is considered permissive. Korgana would be second trimester we believe as well, perhaps third.] Only fools would think the localities will be implementing stricter restrictions than this. [It's hard to say with Kal Serathi/Shadar which laws they'd apply. Given they're roughly middle-of-the-road, we expect either first trimester, second trimester or medical emergencies.] It must come down to a question of what's more important: ideology, or reducing - overall - the number of abortions happening in Selucia annually. As importantly, can the MP/SHH morally oppose a ban on second and third trimester abortions? If so, then oppose by all means. But recall Uleroth and Korgana will continue to legislate far more radically than the Senate. Foetal sentience is considerably higher beyond first trimester, and as such abortion beyond this time must be considered a graver action. |

| Message | We are conflicted about this issue, since we would like neither to vote to legalize abortions nor to effectively increase them. We think keeping it at a local level could make more of a chance for grassroots movements to influence legislation, so we are leaning toward supporting the current law. |
