Description[?]:

In order to more concretely establish a series of Selucian courts at the national level, we propose to codify the subordinate national courts in statute. This will enable both better transparency and more efficiency than currently (where the justice ministry creates/destroys/administers courts on an ad hoc basis by ministerial regulations). Further, we've simplified the name of the supreme court and put some restrictions on temporary courts.

Articles of this Act:

Article 1:
1. This Act, should it pass into law, may be quoted as the Judicature Reform Act.

Article 2:
2. For clarity, the Imperial Court of Session and Appeals is hereby renamed the Imperial High Court of All Selucia (hereafter the 'High Court'). The members of the High Court shall be re-titled the Lords Justices of All Selucia, collectively, and Lord/Lady Justice of All Selucia, individually.

Article 3:
3. As per the Selucian constitution, several permanent courts of universal jurisdiction shall be created, with authority subordinate only to the High Court.

Article 4:
4. Four national courts of regional jurisdiction shall be established.
5a. The Imperial Court of Kal Serathi, with appellate jurisdiction over the provincial courts of Kal Serathi, and statutory jurisdiction over the national law in Kal Serathi.
5b. The Imperial Court of Korgana, with appellate jurisdiction over the provincial courts of Korgana, and statutory jurisdiction over the national law in Korgana.
5c. The Imperial Court of Shadar, with appellate jurisdiction over the provincial courts of East and West Shadar, and statutory jurisdiction over the national law in East and West Shadar.
5d. The Imperial Court of Uleroth, with appellate jurisdiction over the provincial courts of Uleroth, and statutory jurisdiction over the national law in Uleroth.
6. Collectively, the courts established in this article may be described as the Imperial Court of the Provinces (hereafter 'Court of the Provinces'); individually, they may be referred to as a constituent Court.
7. The appointment of the judicial members of the Court of the Provinces shall be by the Selucian Imperator, with the consent of the Senate.
8. Sections 5 and 6 of Article 3 of the Judicature Act shall be applied in the selection of members of the Court of the Provinces.
9. The judicial membership of each constituent Court within the Court of the Provinces shall be not less than three.
10. The members of the Court of the Provinces shall be known as the High Justices of the Provinces.

Article 5:
11. Notwithstanding the prior article, the Imperator may invest non-statutory courts, from time to time, with special jurisdiction over the following areas of Selucian law, which may bypass the Court of the Provinces and be appealable only to the High Court:
- Law of Taxation
- Patent Law
- Admiralty Law
- Any civil matters in which the national government, or one of its agencies or instrumentalities, is a party
- Any criminal matters involving members of the Selucian armed forces
12. The judicial members of a court created under this article may only be appointed by the Imperator with the consent of the Senate.
