Description[?]:

Whereas Quanzar desires to find support for its righteous cause among its neighbors
Whereas Quanzar has a long history of cultural relations with Solentia
Whereas prosperity is found in the spirit of cooperation

RESOLVED that the state adopt the following policies and measures in the name of His Royal Majesty Edward the first.

(i) The articles of this Act will only become active upon the passing of a complementary and mutually-effective bill in Solentia that ratifies and mirrors the policies and institutions described herein.
(ii) The Minister of Foreign Affairs or similarly capable minister (cf. Royal National Intelligence Security Act of 2693) will engage Solentia in a positive dialog concerning our mutual national interests.
(iiii) Solentian businesses will be able to freely trade with the Royal Union, that is, without any trade restrictions, tariffs, or quotas.
(iv) Solentian citizens who can demonstrate their Solentian citizenship with the appropriate documentation will be able to visit Quanzar for up to six months without need of a passport or visa. This policy will go into effect when a corresponding law of this type is effected in Solentia. Such visitors must register with the Special Protocol Royal Commission (SPRC) at the border when entering and leaving the country, and the SPRC will provide convenient registry stations at the border.
(v) Solentia and Quanzar will support each other's military interests (at the discretion of the respective Ministers of Defense), and neither nation will declare war upon the other baring a grievous and injurious violation of friendship and common protocol.

MessageI used the compounded form "Quanzaro-" as in the "Anglo-Dutch War" or "Anglo-American," the first component of a two-word compound. The Solentian counterpart bill neglected to change it when the order of names was reversed, but it's a minor detail.

I'm not sure whether Quanzari or Quanzaran should be used though. Historically, Quanzari is used more frequently, but the other is also attested. Quanzarian seems improper, since place-name derived adjectives generally only have the -ian when the place-name noun ends in -i, and we are "Quanzar" not "Quanzari."
