Bill: NEW CONSTITUTION
Details
Submitted by[?]: Centre Democrats
Status[?]: passed
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: April 2698
Description[?]:
POSITION HEAD OF STATE: Only Head of State can propose a cabinet: we think it's the task of the President to form a government. With the current system, every party can propose a cabinet (even parties with 0 seats), and that's very unreal. We believe that our Head of State must be able to form a stable and solid government. With every party proposing a cabinet, we have very different governments all the time, and it's very annoying. FEDERALISM: We must get a federal system. Provinces will become States. The federal states will each have their own government, with a Minister-President as head (currently we have Provinces with Governors). This will be a heavy sort of devolution: every state has his own legislature, and the national government will only direct foreign affairs, defense and the most important national issues. |

Message | But isn't our Head of State dead? If this were to be a law at the current condition, no one would be able to propose a Cabinet. And that's a problem if some ministers were to resign. |

Message | well if you let the early elections bill pass, we will have another Head of State. And by the way, this is just a debate, we'll put it on to vote after the elections.... |

Message | We disagree. That any party can propose a cabinet emphasises parliament's supremacy. Parliament closest represents the people's views and so Parliament should have the power to appoint any cabinet it so chooses |

Message | yes but this way, every party can propose a cabinet, even a party with 0 seats. Thát's not realistic. And why do we have a head of state anyway?? to sit down on his chair, smoking cigars and drinking champaign?? Our Head of State must be more politically active, giving him a real political role |

Message | I think this put's too much power in the hands of one party. Also, there is a chance that the HoS party might not be that active, and nobody else could propose a cabinet. |
