To assist in the development of proper economic security for our nation: To reduce our dependence on foreign states for vital goods, we propose to considerably raise tariffs on goods necessary for the survival of the state - in case sections of the rest of the world become politically unstable, ravaged by war/disease, etc. While the market is ideal for the transfer of goods, we must acknowledge that efficiency must take a back seat to security in such cases, to ensure our nation can survive should outside interests become unfriendly to Selucian trade. Upon passage of this proposal, a Selucian Commission of Vital Goods shall be created, consisting of several Commissioners, a equal number appointed by the Minister of Food and Agriculture, the Minister of Trade and Industry, the Minister of Finance, and the Senatus Ceannarus. This Commission shall determine the areas in which tariffs shall be applied, based on the following criteria: A - the goods must be of critical importance to the continued functioning of the Selucian economy, the Selucian state, or the nation in general B - the goods must be able, in some form, to be produced within Selucia This law shall not counter-act any specific free-trade treaties passed by the requisite majority in the Senate - at this time, we believe the only such treaty is the Keymon Free Trade Agreement. Given Keymon's special situation, we do not intend to pursue a withdrawal at this time. |
