The use of biological and chemical agents in warfare is simply barbaric. Let us look across party lines, across national lines; let us look as our people as simply part of the population of all of Terra. It is of our opinion that as a civilized Empire of the world, we should help lead the way into a peaceful era. We should start by reducing our ability to use biochemical agents only as a retaliatory ability, with the eventual goal of dissolving our use altogether. |

Message | While noble in intent, this is simply an untenable proposition in practice. The Imperial State must have recourse to all possible means of defending the home islands and our people if necessary. Further, we would hope that, if our chemical or biological stocks were used in warfare, it would be before the enemy could take such action. To wait until afterwards may imply to the citizens that the government allowed such horrors to descend upon them. What if, say, ISIS [Imperial Selucian Intelligence Service] discovers an enemy is planning such an attack? Under your policy, the military will be unable to pre-empt in kind to stop the attack. They must wait until after the enemy act, only increasing the overall suffering incurred by the violence. Further, we must comment that the main use of our policy in this area is as a deterrent. We would hope our stocks of biological, chemical and nuclear arms would give all pause for thought before taking hostile action against us. |

Message | It has been seen in the long run that deterrents do not work. Gatling invented his gun of horror to be so awful that man would never use them again. However, it has resulted in worse and worse guns. The colonial powers in the late 19th century started the buildup as determent, and yet World War I and II still happened. It is only by some miracle that the Cold War did not end with the destruction of the world, and yet in end every one loses. The wealth spent on those stockpiles led to the collapse of the Soviet Union and the obscene debt of the United States. In the end, everyone loses from weapons stockpiles. We implore you all to help us lead the way into a better tomorrow. |
