Given the far-spanning changes of the RWEA, new systems of waste disposal must be recognized. It does not make sense for individual companies-DWCs to perform their own waste management and the government to perform waste services for individual citizens. A quasi-governmental DWC should be set up to take care of both services.

MessageThe TEP supports the general idea of the bill, yet problems remain in implementation. Local governments could be suited to manage local residential and local commercial waste. TEP is wary of supporting any measure that proposes to allow central government to undertake waste management.
