Beiteynu shouldn't be a Union Francaise member either. Unless they have lots of Frenchies and the Union Francaise said they could join, despite the treaty article I quoted above.

Observer status can be granted to all nations with French minorities or interests in French affairs and would thus allow them access to Union Française meetings and events. Ratifying this treaty would officially grant them such status.

Therefore, Kafuristan would be allowed so long as it has genuine interests in dialogue with the French nations. Observer status is not full membership but is nonetheless acceptable. Mind you that this does not grant Kafuristan any special privileges, merely an invitation to some events/gatherings when it suits the UF.
