A BILL to require all private educational institutions in Solentia to meet national education standards, and to provide for the creation of a system of national universities, vocational schools, and colleges.

Be it enacted by the Senate of the Federal Republic of Solentia assembled,

Section I: Short Title.

Article 1). This Act may be cited as the 'Education Reform Package of 2787'.

Section II: Senate Findings.

Article 1). The Senate of the Federal Republic of Solentia finds that the maintenance of a national educational standard applicable to both schools funded via public means and private is of the utmost importance, and that in order to ensure the maintenance of this standard both public and private schools must be subject to national regulation as to their curriculum, faculty, staff, etc.

Article 2). The Senate of the Federal Republic of Solentia finds that offering an inclusive variety of nationalized higher education options is an important step toward ensuring the continued education of the citizenry as a whole.

Section III: Definitions.

'Private' or any derivation thereof means any educational institution whose main source of funding is not the Solentian education budget.
'Public' or any derivation thereof means any educational institution whose main source of funding is the Solentian education budget.
'Educational institution' means any institution whose main purpose is the education of Solentian citizens.

Section IV: Proposals.

Article 1). All privately and publicly funded educational institutions, be they of the pre-school, primary, secondary, or higher education level, shall be subject to inspection and regulation.
(A1, A) -------------- Inspection and regulation of privately and publicly funded educational institutions shall be performed by the Minister for Education and Culture of the Federal Republic of Solentia, or a designee thereof.
(A1, B) -------------- Inspection of privately funded educational institutions shall only be performed given one (1) month of prior notice, and only with the attendance of a designee of the school board, or equivalent body.
(A1, C) -------------- Privately funded educational institutions shall be held to equivalent standards as publicly funded educational institutions.

Article 2). A national system of universities, vocational schools, and colleges shall be created beginning January 1 of the year immediately following the enactment of this Act.
(A2, A) -------------- There shall be at least one (1) public national university, one (1) public national vocational school, and one (1) public national college operating within the Federal Republic of Solentia at any given time.
(A2, B) -------------- Funding for the creation and maintenance of the mandatory higher education facilities required by Section IV, Article 2, Subsection A of this Act shall be drawn from the education budget of the Federal Republic of Solentia.
(A2, C) -------------- Funding for the creation and maintenance of any additional public national higher education facilities shall be approved on a case by case basis by the Senate of the Federal Republic of Solentia with the input of the Minister for Education and Culture.

Section V: Enforcement.

Article 1). Any private educational institution found, after inspection, to not satisfactorily meet the national educational standard by the Minister of Education and Culture, shall be subject to disciplinary measures not exceeding those that would be leveled upon an offending public educational institution with the same degree of non-conformance.
(A1, A) -------------- Disciplinary measures can include, but are not limited to:
(A1, A, a) -------------- The leveling of fines equivalent up to and not exceeding one half of the educational insitution's net worth.
(A1, A, b) -------------- Suspension of educational license
(A1, A, c) -------------- Recension of educational license
(A1, A, d) -------------- Nationalization of the educational institution

Section VI: Approval by Minister of Education and Culture

Article 1). This package has been approved by Minister of Education and Culture Sonia Le'Croix

Section VII: Rules

Article 1). This package requires a 50% vote in favor by the Senate to take effect.

Article 2). This package will remain in effect until voted down by a 2/3rds majority of the Senate.

The RadNats could surely have announced their disapproval of that particular part of the bill before now, could they not have? It is a shame to see such a thorough bill fail due to an unwillingness to communicate before it is already too late...

Besides, it is difficult to see your point. Why should religious educational institutions be allowed to regulate themselves without government oversight when it is religion in general that requires the closest scrutiny? I surely hope that the SRNP does not support the development of cults and radical religions, especially on the campus of a higher education facility, where young minds are already lowering their walls and allowing all sorts of things to enter their mind: Who will protect them in this open state from those who would exploit and generally good idea (religion) in order to form a twisted variation?
