MessageWe believe that vocational schools and colleges, institutions whose student bodies consist almost entirely of local residents, would be best handled by the local governments themselves. The government will still maintain their own national system of universities, we simply believe that smaller forms of higher education could be left to the governments of the individual Unions.

MessageUnfortunately we would rather our national univerisities flourish, as an inspiration and desire for intellectuals worldwide. We believe must ensure the quality level of our education by maintaining the current policy.
