Upon presenting this bill to the Assembly the newly-elected Giuliano d'Anselmo gave the following speech:
"Dear colleagues,
Let me start by congratulating president Seaborn on his easy reelection which shows that he still enjoys the support of the population and on the major victory his party achieved in the legislative elections. The same legislative elections which have put me here. It is my most sincere intention to give his and mrs. Perkins' government a difficult ride and I guess I'm not the only opposition leader who intends on doing that.
Today I'd like to present a couple of proposals which I hope will prove major stimuli to the economy."
