This is an updating of the Athlorcaean State Names and Numbers Bureau Act 2963 ( http://classic.particracy.net/viewbill.php?billid=235348 )

This act is to establish a central authority, under the aegis of the Ministry of Infrastructure and Transport, which shall administer a scheme of internet domain names, postal codes, and telephone numbers for the State. This bureau shall be called the State Names and Numbers Bureau (SNNB).

Rather than do it that way, we instead propose that each major metropolitan area have its own system, and this act re-organizes Royal Telephone and Post to have metropolitan rather than regional offices.

POSTAL CODE SCHEME: The first two characters are letters, the first of which signifies the district, the second of which signifies the metropolitan area. State business gets its own initial letter, as does sea post. These two letters are followed by a four-digit code, which is then followed by two more letters to indicate the postal zone or neighborhood to which the post is to be delivered. Rural zones shall use a similar system but the second letter shall be filled by an "R," for "rural." Numbers shall start at 1000. If additional specification is needed, a number can be added to the end of the postal codes.

TELEPHONE NUMBER SCHEME: The first two digits shall signify the metropolitan area. The State shall have its own two-digit city code, and each city shall receive three different initial codes, with others being available for later use. Sea and mobile telephones will have their own ranges defined. 11 shall be for emergency services, and the lowest non-emergency telephone prefix shall be 20. The next two digits shall signify the interchange, numbered starting at 20 also, and the last six shall be the specific number. Low-level phone interchanges by building or block are encouraged, and most people will have a nine-digit phone number, including a three-number extension.

INTERNET DOMAIN SCHEME: The country code shall be .hu and all two-letter domains at all levels are reserved. The most expensive domains shall be second-level, and third-level district or city domains shall be less expensive, and on through classifications until those using postal codes shall be free for citizen use.
