I. The Speaker of the House is the presiding officer of the legislature, and oversees debates and ministerial statements, and ensures that all Members of Parliament are equally represented in parliamentary proceedings. II. The process for electing a Speaker shall begin when the sitting Speaker has two years of his term remaining. Each party shall nominate one candidate over a period of eight months, and each party shall then state their first and second preferences, excluding their own candidate. Voting shall take place over a period of eight months. Should a candidate receive over 50% of first preferences then he shall become Speaker. If not, then second preferences shall be included in the count. III. The Speaker of the House shall serve for ten years, and shall not be eligible for re-election. IV. Upon election, the Speaker must resign his political party membership and renounce all other political affiliations. V. The Speaker of the House's office shall be responsible for keeping records of the transactions and proceedings of the legislature. |

Message | Mr Speaker, there are two main amendments here. The first is that the office of Speaker shall not be seen as the President of the legislature, rather the "Presiding Officer". Secondly, there shall be a clause added that will insist that the speaker must resign from his original political party and must not be a member of any other politically-orientated campaign group. |
