Bill: Peaceful Transfer of Power Act of 2885
Details
Submitted by[?]: United Front for Change
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: December 2885
Description[?]:
To ensure that, with each new election, the party with the largest amount of seats will, as per the will of the Hutorian people, determine the control of the Cabinet. The UFC urges all parties to note that new Cabinet has been formed so that the UFC has no direct interest in this bill, other than the long-term goodwill of this nation. In other words, it is possible that the UFC loses power to determine the Cabinet when the next election takes place. |
Proposals
Article 1
Proposal[?] to change The constitutional right and responsibility to propose a cabinet to the legislature.
Old value:: Each party can propose a cabinet coalition.
Current: Only the largest party can propose a cabinet.
Proposed: Only the largest party can propose a cabinet.

Message | Mr. Speaker, the UFC sincerely believes that this bill is necessary for the smooth transition of power, as per the precedent set by the Conservative-Libertarian Party in this past election. The party with the largest number of seats shall have the power to determine the cabinet, and that power will be checked by its need to form coalitions with other parties in order to pass the 50% mark. |

Message | Mr. Speaker, this bill is a curtailment of the power of parties to organize themselves into coalitions. This should never be allowed to pass. |

Message | Rt Hon Duchess Thompson MP. Mr Speaker, I must oppose this bill on two grounds. First of all, I do not think that such a bill would actually prevent what the right honourable gentleman is trying to prevent. For example, even if this law had been in effect, I do not believe that it would have prevented me from proposing a Cabinet with myself as its leader. That is my understanding of this law, so it would still be possible for an alternative coalition excluding the majority party, to be formed. Furthermore, Mr Speaker, I agree with the honourable gentleman from the URR. It must be a fundamental right for alternative coalitions to be possible. If, in some alternative universe, the Hutorian people were to bestow upon a fascist party the largest number of seats, I would rather break with my principles and form an alternative coalition than stand back and see them control the government. For that, Mr Speaker, would be the path to tyranny. Mr Speaker, I hope that all parties would agree with me, that it should be something of a convention that the largest party should be entitled to form a coalition first. That is what is right and proper, and clearly desired by the Hutorian people. That should be a convention, and an unwritten rule, Mr Speaker, but not a law. |
