Schedule 1 was the part of the Local Government Act of 2888 ( http://classic.particracy.net/viewbill.php?billid=278596 ) which defined where the council boundaries are. Here is a map of the current Schedule 1: http://images4.wikia.nocookie.net/particracy/images/2/20/Hutorimap.png This act amends Schedule 1 in the following ways: I. The lands near the intersection of the St. Adrian, St. Anselm, Upper Gerald, Upper Harvey, and South-Central Kenai councils shall be reorganized into a Council of the Promenade. II. The lands between the outskirts of St. John and the Davostani Border, currently in the Metropolitan Council of St. John, shall be reorganized into a Council of East Kivonah. III. The lands currently in the Indigenous Council of the Frozen Ocean south of Carter City shall be reorganized into a Council of the Carter River. IV. The lands between the St. John River and the Davostan Border currently in the Council of Marbury shall be reassigned to the Council of the Upper St. John. V. The lands of Marbury on the eastern side of the St. John River shall be reorganized into a Council of Marbury and a Council of Oak Manor. VI. The lands of the Council of Ihmatella west of the Maine shall be reorganized into a Council of Falrish Salem. VII. The lands of the Council of Ihmatella east of the Mazen shall be reassigned to the Council of Carterford, which, having been so redrawn, shall be renamed the Council of Carterford and Interfluvia. VIII. The Council of Ixan shall be divided equally by a north-south line into Councils of Ixan and Bartholomew. IX. The area of suburban Corktown falling on the eastern side of the St. John shall be taken from the Council of the Lower Maine and reassigned to the Metropolitan Council of Corktown. X. The lands currently in the Metropolitan Council of Dalry, but falling beyond the limit of the suburbs, along with the land in the Council of Central Lagard, but east of the Mazen, shall be reorganized into a Council of Gilbert. XI. The lands of the Council of Salisbury shall be reorganized into a Council of North Kenai in the east and a Council of Salisbury and the Upper Carter in the west. To this latter will be added the lands between the mountains and the Carter River currently in the Council of Northwest Kenai. XII. The lands in the Council of Central Roccato south of the Metropolitan Council of Langdon shall be reorganized into a Council of Kinsey. XIII. The eastern lands of the Council of the Constantian Mountains shall be reorganized into a Council of the Athlorcaea. XIV. The lands currently in the Council of Ulfried, but north of the Metropolitan Council of Bekenial, shall be reorganized into a Council of Wexler. XV. The Council of New Bestat shall be renamed the Council of New Seritei, since "New Bestat" is a name in error and the name of a city in Falristan. XVI. The Council of South-Central Kenai shall be renamed Sycamore Hall after the royal palace situated there. XVII. North Langdon being situated in the Metropolitan Council of Langdon, the Council of North Langdon shall be renamed the Rural Council of Langdon. XVIII. The Council of Coastal Roccato shall be renamed the Council of the Haddock Coast, after the main agricultural product XIX. The Council of Central Roccato shall be renamed the Council of Weyland after its largest city. XX. The remaining area of the Council of Central Lagard shall be renamed the Forest Council of Lagard. XXI. The Council of Northwest Kenai shall be renamed the Council of Maineshire. |

Message | Kuupik Graan, MP, Southern Carterford Mr. Speaker, while my constituency is far from Carterford itself, the councils represent cultural areas as much as they do geopolitical regions; with that in mind, I propose the name Carterford be retained for the council in southeastern Falristan. Even in the farms of the southern ridge valleys, we cheer for the Carterford Mud Hens when it comes to minor league tchoukball; we look to Carterford for our media, our politics, our fashion - and so Carterford, too, looks to the region. It is a fitting name, and we see no reason to change it. |

Message | Mr Speaker, we have taken into account the honorable gentleman's comments and changed the proposed name to "Carterford and Interfluvia." We are afraid of those in the area of the Council of Ihmatella who are being reorganized will feel a loss of identity. |

Message | Rt Hon Duchess Thompson MP: Mr Speaker, before this Act is proposed, could the honourable gentleman just give us all a little time to look over this in some detail so that a proper opinion can be formed. I am sure he will appreciate that map studies and comparisons can take a little time to ensure that a rightful settlement is found that will gain the approval and therefore the legitimacy of as many people as possible. |

Message | Mr Speaker, we have had a brief look over this proposal, and we think that overall it is in the right, creating new councils where there is need, whilst ensuring that cultural links are retained. [OOC: Just a couple of concerns. I am no geographical expert, but don't most rivers begin in mountainous, or at least hilly, areas? There's a couple of rivers on the map such as Card, Harvey and Gerald, that begin within no mountainous area. Perhaps there just needs to be a bit of hill identified. I appreciate this is concerned with council areas, but I thought, this could quite easily define the whole area of Hutori! My only other concern, which is more related, is that names such as "South-Central Kenai" are not very realistic. I would prefer having authentic names that are a bit more imaginitive. Historically-oriented names, or names based on geographical features, such as "Mainedale" in place of "North-West Kenai", "The Promenade" in place of "Coastal Kenai" or "West Forest" in place of "Central Lagard". Just some suggestions! Well done the the URR for drawing up this map - it's a great effort! Perhaps at some point in the near future, we should have a constituency map, with Hutori divided into 391 sections ;) ] |

Message | [OOC: Those rivers are imagined to descend from hilly areas such as the interior of the eastern coast in the original sketch of this map that I made, which only included major mountain ranges. As for more flavorful names, I would object to the idea that they are "not realistic," having visited places like South Dakota and Northwestern University. However, they are boring. I will leave it up to the URR player as to whether or not he wants to make further changes; a list of the proposed changes would be helpful.] |

Message | [OOC: I figured that the Green Sea rivers descended from interior lake systems and tributary streams gauged out by glacers that are too small to map - sort of like eastern Quebec. That said, if you guys are willing to give me a list of proposed new names I'd alter it right up for you. And, ugh, I drew this freehand - I don't think I'm going to make a constituency map unless we decide to just superimpose a big 391-square grid on the map.] |

Message | [OOC: Maybe unrealistic was the wrong term to use, but I intended to emphasise the boring nature of them! Some changes I would maybe recommend to the URR for consideration: Central Roccato = Hartland Coastal Roccato = North Beach or something of that nature NorthWest Kenai = Mainesdale Coastal Kenai = The Promenade South Central Kenai = Lakeland or Lake County or something like that - prime location for a national park! Central Lagard = West Forest or New Forest or Ayleshaw or something like that - again, ideal for a national park! Another suggestion, some of those place names beginning "Upper" could become valleys, districts or dales. For example "Upper Harding" could be "Harding Valley" or something like that. |
