Message | Mr. Speaker, the object of the original legislation was to minimize graft and maximize efficiency in defense planning by turning the decision over to the councils. Hutori's councils range in population from a mere tenth of a million of some forty-three million persons – obviously they have a wide range of needs, yet you propose there should be one solution. This bill would merely encourage House members to spend much of their time jockeying for the most funds for their constituencies – a dangerous precedent to set. |
