MessageYes but leaving public works to local govts means it is less likely that public works projects will get done, particularly without federal funding. It would be better to have a national public works project with determined goals and greater funding and organization.

MessageHow is letting local governments deal with public works ensuring that projects are less likely to get done? Is it not more likely that the central government will deem a project less important than the local government that is more effected but the need of public works?
