The Torture Act of 2923 will make it that torture CAN BE ONLY USED to obtain vital information if the emergency is grave. However, passing this bill will make it that certain steps must be done first, torture must be under when information is vital, (example important to the National security of Aloria). Torture will not be permitted unless the Justice Minister has approved it. If we need the information and it will safe lives than we need to get it or we lose those lifes.
